Waterproofing a running shoe is a set of compromises, and the GORE-TEX version of the GT-2000 11 makes the usual ones. A membrane bonded behind the upper stops water getting in, which also slows air getting out; the shoe runs warmer and heavier than the standard mesh version, and it costs more. What it buys is a dry foot through winter rain and slush, which for anyone running through a northern winter is the whole argument.
Underneath, nothing changes. The midsole is the same dual-density FF Blast (a softer top layer over a firmer compound) with LiteTruss providing the mild arch support that defines this generation of the line, gentle enough that it reads as a neutral shoe that happens to be stable.
The red upper is a practical choice as much as a stylistic one on a shoe designed for dark, wet mornings.
